   The Reporter Rules                   

 1 The Reporter must not be used for    

   Sending messages of an obscene,      

   offensive or menicing nature.        

 2 Under no circumstances should The    

   Reporter be used for encouraging or  

   inciting a person to engage in       

   dangerous or illegal practices and   

   should not be used to encourage or   

   incite a person to commit a criminal 

   offence.
